I checked with Draw-Tite and I am happy to confirm that the Draw-Tite Trailer Hitch item # 76271 does fit the 2022 Subaru WRX. This hitch is custom fit and bolts to your Subaru with included hardware.

"For the measurement from the end of the receiver to the end of the bumper, I don't have that info handy but based on photos of installation, I would assume it would be right around 1-2" before being exposed. It is rated for towing up to 3,500 lbs but Subaru does not recommend towing with your vehicle according to the owner's manual. If splicing is a no go for you, I recommend the ZCI Circuit Protected Vehicle Wiring Harness w/ 4-Pole Flat Trailer Connector item # 119250KIT. This is also a universal wiring harness but it uses clamps to receive the signal from your wires without cutting into them.

When it comes to towing, you are always going to be bound by the component with the lowest capacity so even though the hitch can handle more weight, your vehicle can not. Since you mention that the tongue weight capacity of your vehicle is 165 lbs, a 280 lb power chair would exceed the tongue weight capacity and could cause damage to your vehicle but I do have a solution. The best solution would be to buy a lightweight trailer to transport your power chair.
