I went out to the warehouse and measure the Ultra-Fab Locking Multi-Purpose Access Door for RVs # UF48-979010. It's going to require an opening approximately 6" wide by 6" tall due to the beveled in section that allows the door to sit flush in the bracket.

The Redline Full Size Locking Steel Flush Door Latch # L3980 does not have an inside handle.

Typically, these types of door latches do not have handles on the inside. If you need a latch that has a handle on the inside you could use a latch like the Global Link RV Entry Door Latch Kit # 295-000019.

The throw bolt for the Valterra Deadbolt Lock for RVs # L32CS3008 is 1/2" wide x 3/4" tall x 5/8" long. Typically there's quite a bit of space in the door frame to allow for an additional 1/4" length of this throw bolt versus the one you currently have. view full answer...
The over all diameter on the Valterra Deadbolt Lock part # L32CS3108 is 2 3/8" and it has a 1" Throw bolt. This is a very common size for the doors of campers and rv's. It is designed for doors of varying thickness from 1 3/8" up to 1 3/4". The stainless steel will last for a very long time with very little maintenance just give it a light oil spray once a year and you'll have no issues.

Your cutout is just a little too big for the standard RV entry doors like the part # 295-000019 that you referenced. It would need to be just 1/4 inch smaller in height and width to fit. I went out to the warehouse and pulled a Waste Master RV Sewer Hose # LC359724 to measure the cam-lock end for you. When capped and locked it is 4-15/16 inches long overall and 5-5/8 inches wide overall.
