It is possible that the galvanized plate is a custom job, it could be part of the cargo truck, or the track was already installed in the truck from the manufacturer.
The item you selected, Erickson E-Track Trailer Cargo Control, part # EM59150 is zinc plated. The E-Track can be mounted using screws, or rivets. If using screws, I would use a stronger grade screw like sheet metal screws.

There are no E-Track fittings made specifically to support a shelf in a horizontal track such as # E19148 but Erickson and Brophy do offer track-mount storage hooks that you might adapt to this application. The various storage hook items are parts # EM59142 and # EM59141 in black, and parts # ETJS and # ETJR in galvanized finish.
Do keep in mind that the fit of these E-Track accessories in your tracks may be a bit looser than you'd want for a fixed shelf.

I have another option for you, but the mounting brackets used to mount a wire basket on an e-track or x-track rail are not sold separately.
To mount a basket on your e-track or x-track rails you will want the CargoSmart Wire Basket for E-Track and X-Track Small # 3481720, Medium # 3481719, or Large # 3481718.
Each of these options includes the required brackets to mount the baskets to your e-track or x-track rails.

I have a few of options for you, but this exact Erickson 2-Slot Horizontal E-Track # EM19145 isn't offered with a black powder coat finish.
The Erickson Mini E-Track Plate # EM09134 is the closest option I have. It also has 2 horizontal slots and a nice matte black powder coat finish for superior corrosion resistance and adds a nice rugged look to it as well. I do have an option for you, but there is not an E-Track that is one piece and is 20' long.
Instead I recommend using four of the 5' long etrailer Horizontal E-Track - Galvanized Steel - 2,000 lbs # e45VR. This will give you the 20' E-Track you are needing for your trailer.
E-Tracks are compatible with quite a few accessories like a J-hook # EM59142, Tie-down # E59143, or tool holder # ETVH.

Erickson offers only one size of E-Track wheel chock which measures 8-1/2 long x 6-3/8 wide x 4-1/2 tall. This is offered as a single chock under part # EM09162 and as a pair under part # EM09162-2.

If you installed e-track on the floor of your trailer like the part # EM19147 you could use the Erickson E-Track Tie Down kit part # EM58523-09162 which would attach to the track and since it has a strap length of 12 feet it would easily fit a 35 inch diameter tire. Sounds like you are looking for vertical E-track like the part # E19146. This is e track that is similar to the # SLSZ you referenced but with the tracks stacked on top of each other instead. I wasn't able to find an "A-Track" system but if it's anything like the E-Track or X-Track systems then you could potentially use some of the E-Track Wood Beam Socket for Standard 2" Lumber # 59149 as a base and then install a custom-mounted fork mount rack like the Kuat Dirtbag # DRT9P or Swagman Impakt # S62FR. This way you still get a bike rack that mounts to your floor but you can also remove it.
