The Draw-Tite Hitch, part # 75650 does indeed have the hole for the j-pin. The J-Pin hole is a great feature as you might know, as you can use a J-Pin to eliminate rattles caused by the clearance needed between the hitch and any ball mount or other accessory like a bike rack that mounts in the receiver.
Unfortunately, the J-Pin is no longer available and that smaller hole is not used at all.

The important thing to remember about this Curt Trailer Hitch Ballmount with 2 Inch Receiver for Bike Racks or Cargo Carriers, part # D210, is that it is a great product but it has to be used correctly. It is critical that you observe and follow the towing and tongue weight limit. I do not know how high the coupler of your trailer will be, or at what height your receiver on your Windstar will be when installed, so I cannot say whether your trailer will be level when using this product.... view full answer...
