If you're speaking of a receiver hitch like the # C13037 being stolen, wow! In my almost 14 years here that's a new one on me. There really isn't any really good way to theft-proof a hitch in that situation. I believe the best solution you mentioned would be to have the at least a couple of the mounting nuts tacked to the hitch so they couldn't be easily removed without grinding the tacks out.
