I have an answer for you. As far as tightening the bolts on the Inno Roof Deck Platform Rack # INA510, there is no specification of the torque value in the instructional manual. With that being said, the bolts should fit snuggly but not to the point where it would be impossible to remove the bolts. It sounds like you're wanting to install a 7-way blade trailer connector in addition to your 7-way round pin.
The easiest way to do this would be to use a 7-way adapter like # 37185 and a taillight converter like # 119178KIT. The best way to run the wires for a brake controller through the firewall on your 2016 Volvo V60 is to look for the large rubber grommet that feeds the wiring harness from the cab into the engine bay. This harness/grommet is usually located by the intermediate steering shaft but could be elsewhere.
