Without having the car in front of me if would be hard to give you an accurate measurement, but you can get a good idea if you take a measurement. Go to your 2021 Chevrolet Spark and take some measurements. The baseplate kit comes out of the lower grille portion aligned around the center of the fog lights. Use the image I've attached as a reference to see how tall the Roadmaster Direct-Connect Base Plate # RM-523202-5 will sit when installed. Should be around 14 inches.

I checked with manufacturer on this, they do not provide a weight capacity or shear point rating for the Ultra-Fab Steel Roller, # UF48-979020. Destructive testing to determine these values is not completed. Its' purpose is to be mounted on the hitch providing a contact point prior to that of what it is protecting receiving the damage that would otherwise occur to the hitch. They did state that their products are supplied to the OEM's in bulk and they have yet to have a single warranty claim. view full answer...

You are correct that for most bike racks such as the Thule Passage # TH910XT a 35-lbs-per-bike weight capacity is fairly common. Some can handle more weight but since you want to load 108-lbs of bikes plus the rack's own weight on your 2016 Spark you will need a hitch receiver and hitch-mounted bike rack.
If you were to load two such bikes on a trunk-mount rack you would be talking a total weight of 120-lbs or more. This is simply too much of a load for a car's sheet metal.

I went out to our warehouse to take a look at the Curt Trailer Hitch Receiver # C11433 that you referenced, which is confirmed to fit your 2018 Chevy Spark. I measured a distance from the center of the hitch pin hole to the edge of the receiver of right at 2-1/4 inches.
