US manufactured vehicles of that era typically used the same color scheme as the # C59496 harness. Yellow wire for left turn, green wire for right turn, brown wire for running lamps, white for a ground connection and red for brake lamps. Your Cadillac is most likely a 2 wire system which uses the same bulb for brake lamps and turn signals. If this is the case, you'll connect the wires as described above, but ground both the white AND the red wire.

I'm not completely understanding why you're needing an adapter, and why it'd need to reach around the bumper. Which hitch are you using? I'd recommend using the Curt Class II receiver hitch, part # C12054.
I'd recommend simply using a cargo carrier that's designed for a 1-1/4 inch receiver like the 20x48 Curt cargo carrier, part # C18110. Drilling is actually not required to install Curt trailer hitch # C12265 on a 1999 Cadillac Seville. However, there is fascia trimming required. I have included a link to the installation instructions which point this out.

I do have a solution for you to carry your 50 pound Mens Bommie Beach Cruiser bike on your 2004 Cadillac Seville. But none of the trunk mount bike racks can be used for a single bike weight of 50 pounds.
What will work and be safer is to use a hitch and hitch mount bike rack. For a hitch you can use # C12265 on your Seville. This is a Class II hitch so there are many bike rack options that will fit the 1-1/4 inch receiver.
