Drilling is actually not required to install Curt trailer hitch # C12265 on a 1999 Cadillac Seville. However, there is fascia trimming required. I have included a link to the installation instructions which point this out.

If you go with the hitch and plan on towing then the recommended ball mount is # 36051 and you can use 1-7/8 inch ball # 19256 or 2 inch ball # 19258. And for trailer wiring you can use # C59496 to add a 4-Way flat connector to the rear of the vehicle. If you want to avoid splicing into the vehicle wiring use # 119250KIT.
