In regards tot he roof thickness, the MaxxFan Dome Plus vent does require a 1 inch thick roof at the minimum. So you would need to build up the roof of your camper where the vent installs to have at least 1 inch of thickness.
In regards to the handle, I reached out to MaxxAir, and they told me the handle will protrude below the roof 3.08 inches when you have the vent closed and 2.14 inches when the vent is open, as you can see by the accompanying diagram.

We actually had the opportunity to install the Draw-Tite Max-Frame Trailer Hitch Receiver # 76021 on a 2018 Jeep Renegade Latitude and found from the ground to the top of the receiver tube is 10-1/4". Since this is a 2" receiver we can subtract 2-1/4" (the 1/4" is for the collar) which puts the bottom of the hitch around 8" above the ground. With the Curt Trailer Hitch Receiver # C12142 installed on your 2017 Jeep Renegade Trailhawk you will have roughly 10-1/4" clearance.
Since the ground clearance will be very similar to that of the Draw-Tite Trailer Hitch # 76021 you had looked at I recommend going with the # 76021. The reason for this is it has a 2" receiver which is always our recommendation when available due to there being quite a few more accessories available for this size receiver.
