I am assuming you are talking about a hitch-mounted cargo carrier. As far as fitment, as long as you have enough shank length to clear the rear bumper and a compatible hitch receiver, you will be able to fit a cargo carrier on your 2021 Nissan NV200.

It looks like the hitches available for the 2019 Nissan NV200, like the Curt Class III, part # C13165, have a distance from the center of the hitch pin hole to the bumper of about 2". The RockyMounts BackStage, part # RKY10002, has a distance from the center of the hitch pin hole to the closest part of the rack in the folded up position of 7".

Trailer hitches are vehicle-specific fits so a hitch from a 2006 Dodge Dakota would not fit a 2017 Nissan NV200 van.
For a '17 NV200 I recommend the Draw-Tite # 75898, which is a Class III hitch with a 2" receiver that bolts on; it will not require any drilling into your van's frame to install. The full diameter of a bike tire would not be inserted into the supports of the Hollywood Racks bike parking stand # HRPS10 so the stand should still accommodate a bike with 29s. But only just. The opening is 25-5/8 inches tall so only part of the tire would fit in the opening.
We have one of these set up here and the largest bike tire currently in it is 27 inches in diameter. There is some space left over so I am confident that a 29er would fit. Large knobby tires would not fit as well.

The Draw-Tite Max-E-Loader Trailer Hitch Receiver # 75898 will have only been tested for fit on North American versions(left hand drive) of the 2019 Nissan NV200.
