A trailer hitch is capable of a weight distribution system if it has been tested by the manufacturer and confirmed to work. What brand equipment did the lock core come from, Thule or Yakima? A Thule lock has the lock number engraved onto the face of the lock, next to the key slot. The number will usually be preceded by the letter N. A Yakima lock has the number stamped onto the side of the cylinder, and would usually begin with the letter A.

The 5th wire on your boat trailer is most likely tied into a reverse lockout. What this does when you are backing up it doesn't allow the brakes to engage on the trailer. So without it the surge brakes on your trailer will activate when you're trying to back up your trailer. When you try to reverse the surge brake will think you are stopping causing them to activate. If you have no power to the trailer wiring harness, the fuse panel is located in the engine compartment. I have attached a drawing that shows where the fuse panels are located on a 2006 Highlander.
Per the second attached drawing the fuse for trailer lights is number 11.
You will want to make sure you check the connector and the wires for the trailer connector for signs of damage. A short may have been what blew the fuse.

For the Curt Trailer Hitch Receiver to be mounted to your 2017 Toyota Highlander Limited there are 2 panels that will need to be trimmed. The underbody panel on the non-exhaust side needs to be trimmed to accept the receiver so that it can bolt to the frame. The rear fascia needs trimmed in multiple places as the receiver cross tube will fit behind it and be hidden from view. You will need to find the bearing replacements based on the spindle and hub on your trailer. The best way to find the right replacement is to pull the hub and drum and check out the bearing numbers stamped or etched on the bearing as shown in the attached photo.

Your 2019 Highlander was equipped with either 245/55-19 or 245/60-18 tires. If you have the 245/60-18 tire size, the Titan # TC2517 would fit, but you'll want to use Class S chains like # TC2317 to provide the proper clearance between the inside of the tire and suspension/steering/braking components.
If you have the 245/55-19 size, you'd use # TC2324 which is also class S compatible for maximum clearance.

All hitches we sell will have a safety/warning sticker that indicates the tongue weight (TW) and gross trailer weight (GTW) ratings, hitch class and usually the manufacturer's part number. When you ask about the vertical load I think you may be talking about tongue weight, which is the weight that is placed on the hitch vertically when anything is installed in the hitch. A VIN is not required, just the year, make and model of a vehicle. Sometimes certain configurations need to be stated such as Hybrid engine, 4WD or sport packages.
