Yes, the 10 amp fuse that comes with the part # C56217 is adequate with the Curt harness part # C56217 that you mentioned. When we installed Curt trailer hitch # C13200 on a 2014 Toyota Highlander we found that from the ground to the top of the receiver opening was 15-3/4 inches. So to the bottom-most part of the hitch that would be approximately 13-1/4 inches. For that to be an issue the driveway would have to be at a fairly severe angle though it is still possible. Based on the height info of 13-1/4 inches you should be able to determine if there will be enough clearance.

I went out to the warehouse to take some measurements on the Electric A-Frame Tongue Jack, # LC285318. When fully retracted, the distance from the jack foot to the bottom of the mounting bracket is 10-3/8 inches.
From the center of the jack to the back of the housing is 2-3/4 inches. The distance from the center of the jack to the front of the housing is 6-3/4 inches.

That's a good question because they didn't do a very good job of explaining that; what they are referring to is the bottom of the ball platform, since that is where the bottom of the coupler will be. And since the top of your hitch measures 17-3/8 inches, the best option is going to be a ball mount with no rise or drop, which is the Buyers Produts Tri-Ball mount you mentioned:
