While I do not see the manufacturer having any kind of speed rating on these I would be hesitant to the speed or having them opening forward depending on the material you are mounting it to. If your Fogatti RV Tankless Water Heater # LSB64FR is turning on but not sensing when water is passing through then you could either have a bad water flow sensor or there's the possibility that you have a shut off valve somewhere leading to the unit that could be turned off. A lot of RV's will install quarter-turn valves to separate the water heater from the rest of the plumbing so that they can run anti-freeze through the lines for winter. The Dexter axles you have are 7k rated based on the part number you mentioned so the etrailer leaf springs part # e64SR that you referenced would be the correct part number as long as your current springs are right at 25 inches unloaded. Your equalizers not sitting level is a sign that they aren't going to work as well since the movement they normally allow will be limited. It may not be a problem in the near future but basically components of the suspension will wear out quicker and your tires may wear out quicker as well.
