I have a solution for you, but the Blue Ox # BLU79FR is not compatible with your 2016 Smart fortwo Passion. Instead, the tow bar wiring I recommend that installs similarly is the Tow Ready Tail Light Isolating Diode System with 4-Pole Connector # TR118821, which will work well if your RV has a 4 way connector and the diodes in the kit work to eliminate any feedback between the two systems.

Actually, a Gen-Y ball mount, like part # 325-GH-314, is a great solution to level your flat tow setup for the Smart car and carry the cargo carrier.
In addition to that, the tongue weight won't be a problem because there's virtually no tongue weight when flat towing. So you just need to worry about the cargo carrier and the cargo that's on it. If you need a reducer you can use the Brophy, part # HT02.
