The Roadmaster Falcon 2 Tow Bar # RM-520 is compatible with the Roadmaster EZ Base Plate Kit - Removable Arms # 52285-1 since it comes with the Quick Disconnect included. This would give you a compatible base plate and tow bar for your 2013 Smart Fortwo. The Falcon 2 does not come with any safety cables included, so you may also need some cables; for that I recommend the RoadMaster 68" Single Hook, Coiled Safety Cables - 6,000 lbs # RM-643.
A complete flat towing system consists of the base plates, tow bar, safety cables mentioned above, plus tow bar wiring, a supplemental braking system and possibly a high/low adapter to keep the tow bar level during travel. If you don't already have those components for your flat towing setup, I've listed my recommendations for those, as well as some helpful articles on flat towing and how to measure for a high/low adapter if one is needed.
