The best thing to use would be an anit-rattle kit like the Curt Anti-Rattle Kit, part # F-315. You will use this in place of the pin and clip that you are using now to hold your Pro Series Cargo Carrier # 63155 in your receiver more securely by reducing the play.

For your 2006 Scion XB, I recommend starting with the Curt Trailer Hitch Receiver # C11487. This is a custom fit and will use ball mount # C45521, along with pin and clip # F-4 and ball # A-82. I spoke with my contact at Thule, and unfortunately there is not a fit kit to fit your Thule Wingbar Evo to your 2008 Scion xB.
With that being said I know it's not what you'd like to do, but If you need a roof rack you're going to have to get a new setup, unfortunately.
I recommend checking out the Inno Aero Crossbars # INXB153-2, with the feet # INXS250, and the fit kit # INK300.

The Modulite that the local place was referring to is the black box you see on part # 118468. Rest assured, this is the correct part for your 2009 Scion xB. The 2009 xB has separate brake and turn bulbs, so the box combines these two signals so it can hook up to standard trailer light systems.

I may have a solution for you but Rhino-Rack does not have a 3-bike hanging hitch mount bike rack.
Since you're going to be carrying three bikes you'll need the Class II Curt Trailer Hitch Receiver # C12490. It's confirmed to fit your 2015 Scion xB and a Class I hitch cannot carry more than two bikes.
With the Curt hitch you will also need the support strap # 18050. It's required by Curt when using the hitch for any non-trailer loads like a bike rack.
