I would definitely say they're closer to a black chrome than just black paint. It also will not chip or peel in the same way that a chrome covered wheel would, so the PVD coating is more durable.

I have a solution for you, and while most Fastway products are made in the U.S.A. it looks like the steel # FA49-00-5925 was not. Instead, I recommend using the aluminum Flash E Series HD Adjustable 2-Ball Mount # FA42-00-2925 which has a similar 10" rise and drop as well as an 18000-lbs capacity. All Fastway aluminum products are made in the U.S.A.. Since it's made from aluminum it's going to be lighter weight and will stand up better to corrosion over time than the steel version.

There should be a sticker or plate on the pin box itself that lists the manufacturer and model of the pin box. If it is not present then there are some measurements you can take to determine the model of the pin box. I have included a link that explains these measurements for you.

Like you have said, the 2013 Ram 1500, if so-equipped, will have both a 7-Way and a 4-Way trailer connector at the back. In order to determine where the problem is you will need to use a circuit tester, # PTW2992, if you do not already have one.
