As long as you use the same diameter shank you can definitely replace your 2" ball. I recommend the 2-5/16" Hitch Ball - 1" Diameter x 2-1/8" Long Shank - Chrome - 7,500 lbs # C40005. The Curt Echo Mobile Trailer Brake Controller # C51180 would not under normal circumstances apply the trailer brakes when you hit bumps. It does have an inertia sensor that looks for sudden changes in movement to apply the trailer brakes, but the brakes of the tow vehicle would have to be on for that to happen first. Factory tow packages vary by vehicle manufacturers. If your 2011 Land Rover LR4 has the factory Tow package included it will normally have the 7-way connector at the rear of the vehicle. Ideally you would want to put snow chains on all 4 wheels of a vehicle, this will give you the best traction for braking, turning, and accelerating. Otherwise, if one set of chains is used you would then want to put them on the primary drive wheels of the vehicle. Which in your case should be the rear wheels.

Unfortunately we do not have any hubs that use those bearing numbers. Your options would be to remove your old spindle and install a new spindle such as # TRU24FR with compatible hub and drum such as # 84546UC3. You could also replace your entire axle with one such as # 35545E-ST-89, which is rated for 3,500 lbs and has electric brakes. You do have to have a brake controller installed in your 2014 Land Rover LR4 to operate the brakes of your trailer. Without one installed the brakes will not activate at all.
