If your wheels are rated for 3042-lbs, changing the valve stems will not change the capacity of the wheels, although the valve stem construction may be the only thing you can find different. Wheels have a capacity rating that is different from the tires mounted on them. You will always need to go by the lowest rated component, whether it happens to be the wheel or the tire.

We haven't installed the Draw-Tite Max-E-Loader Trailer Hitch Receiver # 75717 on a 2011 Hyundai Tucson so I wouldn't know the distance from the center of the hitch pin hole to the rearmost part of your bumper, but I did go out and measured the trailer hitch for you.
