You gave a lot of great information but we have to rely on the owner's manuals to confirm any type of capacity specs and when I looked up the owner's manual of your 1994 Chevy Silverado 1500 it had no specifics on either towing capacity or load capacity, apart from not exceeding your GAWR, which is found on your door jamb. You may want to start by removing the battery from the remote in case it is actually giving a slow retraction signal. Although that is unlikely, it is worth a shot. The remote control panel is likely what is the issue or the physical switch itself allowing a slight power draw.
