The vehicle is indeed pre-wired, as you suspected. To get completely set up, you'll need a brake controller, the appropriate wiring harness to connect the controller to the vehicle and a trailer connector for the rear of the vehicle. All the rest of the wiring is ran, but you'll need some fuses and relays to activate the tow package wiring.

From the information I can find I believe your 2019 GMC Acadia will have the wiring routed back towards the rear of your vehicle whether you have the factory tow package or not (see attached photo). If you check up under the rear bumper of your Acadia you should find the wiring harness that you would plug the T-One # 118720 (for a 4-Way) or # 118276 (for a 7-Way) into. Did you remove the panel under your driver's side dash? The plug for the adapter # 3026-P should be located there, taped to another harness to the left of the steering column (see attached photo).
This exists if your 2017 GMC Acadia Denali has a factory 7-Way connector at the rear. The plug-in adapter that I referenced will allow you to install a brake controller like the Tekonsha Prodigy P3 # 90195 without hardwiring anything.

If your 2011 GMC Acadia did not come with a factory 7-Way trailer connector then not all of the wiring and parts needed to just plug in a brake controller are present. But you can still hardwire in a brake controller.

To mount the air connector from the Demco Air Force One # SM99243 to the Blue Ox Base Plate Kit # BX1728 for your 2018 GMC Acadia I recommend flipping the bracket that comes with your wiring, like the Roadmaster # RM-15267, upside down so you can mount the air connector below the wiring socket.

As it is the fascia door on your 2018 GMC Acadia cannot be reinstalled once Draw-Tite trailer hitch # 76023 is in place. It can be trimmed and put back on, see instructions link, but not will not fit unless it is trimmed. In regards to the Redarc Tow-Pro Liberty Brake Controller part # # RED24FR, the unit should not be illuminated while driving without a trailer. If you press the button while a trailer is not attached you should see a breathing blue light and that simply indicates the controller is in sleep mode. It sounds to me like you are not splicing into the correct stop light circuit. The correct stop light wire you will need to attach the red wire from the brake controller to on your 2017 GMC Acadia is white. To test this, you will want to use a circuit tester like part # PTW2993. The first thing you will need to do is attach the circuit tester to the correct white wire located behind the driver side kick panel. Since the reverse lamps are located in the liftgate, you will need to access the wiring harness that feeds the lamps before it reaches the liftgate.
The harness can usually be found behind one of the side panels in the cargo area.
