The drop of the B & W Class V # BWHDRH25198 is 7-3/8 inches. That represents the distance from the underside of the frame member where the hitch mounts to the top of the receiver tube. I can see why it's a little confusing when trying to find these front hitches for the E series vans. As long as your 1997 SuperDuty Cutaway chassis is the E-350 platform then you can use the Draw-Tite # 65001 on your Class C. If you've got the E-450 chassis then you will need to use the Curt # 33055.

The load range of the tires you are using will depend on the trailer's capacity. You can use tires with a higher capacity than what the trailer is rated for (though it does not increase the trailer's capacity) but you would not want to go lower.
If the trailer uses ST205/75R14 tires such as # TR20514 then for the same size in a load range D use # AM10235 which is rated for 2,040 pounds at 65 psi. If you have a different size tire let me know what it is and I can make a recommendation.
