That looks like a 4 inch lift block on your 2013 Ford F-150. Typically this is the size of block used for "6 inch lifts" which is a very common lift from Rough Country for your 2013 Ford F-150.

Typically when water starts to seep into a truck bed with a tonneau cover installed it's coming in from the cab side or through tiny openings at the tailgate.
What you can do to try and prevent this with your cover like the Extang eMAX # EX72780 is use the Extang MaxSeal # EX1140 to create a tight seal at the tailgate. This is a nice adhesive-backed rubber weather strip that's going to keep out rain, snow, and dust from sneaking into the bed through the tailgate and bed side walls.

I did some checking and it looks like your 2010 Ford F-150 4x4 can be flat towed but depending on the transmission of the truck determines some of the components needed. If you have a 6 speed transmission you need a lube pump kit or if you have a 4 speed you'd need a driveshaft disconnect. There isn't a locking solution for the bolt on couplers like the Trailer Coupler # CTA-280 that you referenced but someone would have to have the needed tools and the correct coupler on hand to then reinstall on the trailer so that they could drive off with it.
