I reached out to my tech contact at Curt and it is not designed to replace the rubber anti-rattle plug included with the Curt Adjustable Ball Mount # C45900. The rubber plug was actually created because of issues with customers overtightening the set screw and ruining the threads on the anti-rattle so the rubber plug anti-rattle was the solution...
