The Ultra-Fab 2 inch Motor Home Trailer Hitch Receiver, part # UF35-946402, can be mounted either on the top or on the bottom of the bumper depending depending on the clearance you need.
You will want to make sure you do not exceed the weight rating of your RV bumper. The maximum towing capacity of this hitch is 3500 lbs and the maximum tongue weight is 350 lbs.
I have attached a photo that shows the UF35-946402 installed both ways, with one being mounted on the top and one mounted on the bottom.
