If the tongue that joins the adapter plate to the bike rack extends past the face of the tire, you wouldn't be able to re-install the spare tire cover.
The stock tires on your RAV 4 are likely smaller than P235, so it would use the short tongue. In that case, you most likely would be able to reinstall the cover. You are correct that the Curt trailer hitch part # C13146 does not fit your 2021 Toyota RAV4 Hybrid but I think you're just mixed up because part # C13416 does. Also, our etrailer hitch # e23ZR is a fit as well and installs in the same fashion as the Curt. The difference between the two is the etrailer has a matte finish and the Curt is glossy.
