The 2009 Scion xB with a manual transmission is indeed flat-towable. I checked in your owner's manual and when setting up the vehicle for this they say to put the selector lever in neutral and turn the engine switch to the “ACC” position. Your current taillights are grounding through the mounting hardware which is why there's on two wires and the LED Clearance light part # STL79RB instead grounds with the included white wire. So what you'd need to do is run the white wire to the mounting hardware of your trailer frame and you'd be set. Rhino Rack does not make a Pioneer Platform for the 2015 Scion xB. Yakima makes a similar 55" long x 49" wide platform, but the weight limit is 165 pounds, well under your needs. It also requires a fit kit that is not compatible with the Scion roof. Further, you will need to check your owners manual for your vehicles roof weight limit. I suspect it is below well below 165 as well.

To test the switch of the 12V RV Ceiling Fan w/ Wall Switch # 324-000053 you'll want to use a digital multimeter like # PT89ZR to test the power wire running to the switch. You should be getting 12v DC at the switch for it to properly function.
If the switch has 12v power and you have the switch on then you'll want to check the power at the fan to know if the switch is the issue or the fan itself is the issue.

I have three hitches available for a 2009 Scion xB and they are all 1-1/4 inch size hitches. Two of the hitches are Class I 1-1/4 inch hitches that can only carry a maximum of two bikes. The CURT Class II 1-1/4 Inch Hitch, part # 12490, is a Class II hitch which can carry 4 bikes, but since the CURT hitch is a 1-1/4 inch hitch and the Tow Ready 4 Bike Hitch Rack, part # 63124, you have referenced is for a 2 inch hitch, it will not fit on your Scion xB.

The trailer hitch that I recommend using for your 2011 Scion xB is the Curt # C12490. This is a Class II trailer hitch with a 1-1/4" receiver. It has a 350 lb tongue weight rating and a 3,500 lb gross trailer weight rating. But your vehicle may not be rated for this much. You will need to confirm the weight rating of your Scion in your owner's manual.
