Question:
would this rack fit a Scion XB 2009?

I have three hitches available for a 2009 Scion xB and they are all 1-1/4 inch size hitches. Two of the hitches are Class I 1-1/4 inch hitches that can only carry a maximum of two bikes. The CURT Class II 1-1/4 Inch Hitch, part # 12490, is a Class II hitch which can carry 4 bikes, but since the CURT hitch is a 1-1/4 inch hitch and the Tow Ready 4 Bike Hitch Rack, part # 63124, you have referenced is for a 2 inch hitch, it will not fit on your Scion xB.
If you use the CURT # 12490 hitch on your Scion you can use a 4 bike hitch rack like the Yakima RidgeBack 4 Bike rack, part # Y02458. This bike rack will carry 4 bikes and has a maximum weight capacity of 150 lbs. I am including a link to the installation instructions on the CURT hitch. Also, a link to a video of the CURT hitch being installed on a 2009 Scion xB.
When using the CURT Class II hitch to carry any non-trailer loads, like a hitch bike rack, you are required by the manufacturer to use a stabilizing strap like the Curt Bike Rack Strap, part # 18050. This strap gives added support and stability to the bike rack and keeps the movement of the bike rack to a minimum, which puts less stress on the hitch.
If you are planning on carrying a womans or childs bike, you might also want to consider a frame adapter, part # Y02531. This adapter spans the distance between the seat post and the handlebar gooseneck and will provide a level attachment point for the bicycle, so it is not carried at an angle.
I am including a link to a page that will list other 4 bike hitch racks that you can use on the CURT Class II hitch.
