You can use adapter # HTAD to use a 2 inch accessory in a 1-1/4 inch trailer hitch on your 2009 Scion xB. However doing so will reduce the tongue weight capacity of the hitch by 50 percent.

The Curt Class II hitch for your Scion is # C12490 and it is rated for 350 pounds tongue weight. The use of the adapter will reduce that down to 175 pounds.

Curt also says you have to use stabilization strap # 18050 when using this hitch for any non-trailer load (such as a bike rack or cargo carrier) per their warranty requirements. This is an especially good idea in this situation because the adapter will also extend the length from the receiver to the bike rack and that extra distance puts more stress on the hitch. The strap would help with that.
