I think you are referencing a sticker number found on a Curt 4-way connector. Unfortunately this number does not tell me exactly what unit you may have on your 2020 Dodge Journey. It sounds like you are correct and the tail light converter has gone bad. Typically when there is a short on the trailer wiring it will take out the converter box of the wiring harness. What you can do to test the converter is test for the correct signal going into the converter and then see if the voltage comes out of the converter.
