You correctly identified the trailer brake controller installation kit you'll need for your 1996 Toyota T100 pickup, our part # ETBC7. Along with this you'll need a 4-pole wiring harness like TowReady # 118496 unless your truck already has a working 4-pole. The actual brake controller installation will be a hard-wired type in your truck.
I have linked at right both articles and a video showing the # ETBC7 brake controller installation kit.
We recommend a proportional-type brake controller, rather than the time-delay type, as these provide better braking performance and reduce wear and tear on both the tow vehicle and trailer brakes. The differences between these two types are illustrated in the linked article on brake controllers. Among the most reliable, popular and easy to use controllers is the Tekonsha Prodigy P2 # 90885.
