Can the Curt Adjustable Width Trailer Hitch Receiver, Part # 13703 be Mounted Upside-Down

Question:

My travel trailer already rides low to the ground which is good but if I add this hitch, the receiver will be too low for comfort for my taste. Would the hitch still be structurally sound if I mount it on top of the frame opposed to hanging underneath? The mount is still the same in theory, but needed your advice. Thanks.

According to my contacts at Curt Manufacturing, the Adjustable Width Trailer Hitch Receiver, part # 13703 can be mounted above the frame (assuming that there is clearance). This being said, the receiver section should be mounted so that the safety chain holes are at the bottom, closest to the ground.
