The only trailer hitch offered for your 2008 Ford Fusion (a great car - I used to own one until an East Coast blizzard took her away from me) is the light-duty Class I Curt Trailer Hitch Receiver - Custom Fit # C11329 with a 200-lb tongue weight capacity. This hitch does not have the capacity to transport a wheelchair and carrier and no Class II hitches are available for the vehicle.

Your option then is to use a small trailer (which will work with one of these Class I hitches). Local outdoor and farm stores often carry small utility trailers perfect for your needs. To use one of these trailers you will need a hitch like Curt # C11329, ball mount # 3592, hitch ball # 19258 and trailer wiring harness # 118422.

Before towing anything, you will want to confirm in your owner's manual that the vehicle is approved for towing and that your set-up will not exceed its weight capacity.
