Can a roof mount bike carrier be installed on the crossbars of this basket like the Yakima Loadwarrior?

If you are looking for a cargo basket that will allow you to carry bikes your best option would be the Yakima Loadwarrior part # Y07070 that you referenced as it was designed for use with bike racks and can carry up to 3 bikes.
For a reasonably priced rack you could go with the Yakima ForkLift part # Y02098.
