The brake controller I recommend for your 2007 Toyota FJ Cruiser, is the Tekonsha Prodigy P2, part # 90885. This is one of our most popular brake controllers because it is easy to install and use.
You said your Cruiser was equipped with a factory tow package. This can have several different meanings, depending on the vehicle manufacturer. Some vehicles come with the 7-way harness, some have a 4-way harness, and some vehicles with the tow package have the drive train or transmission upgraded for towing.
If you have a 4-way connector but do not have the 7-way at the rear of your vehicle you will need the Universal Installation Kit for Trailer Brake Controller, part # ETBC7. This will give you a 4-way and 7-way connector at the back of your FJ Cruiser. I have attached links to a couple of installation videos for this kit on a Toyota FJ Cruiser you can check out. For a no-drill bracket to hold the 7-way connector, I recommend part # C57202.
If you do not have a 4-way connector at the back of your Cruiser, I recommend the Tow Ready Custom Fit Vehicle Wiring, part # 118405. This easily plugs into the existing wiring on your vehicle, and includes the powered Modulite that reduces strain on the wiring system. You would connect the harness in the rear cargo area, and run a hot lead to your battery.
When working with electrical connectors I recommend using dielectric grease like part # 11755. This keeps dirt and moisture out of the electrical connections and helps prevent corrosion.
