Does the max size relate to the wheel/rim or the tire size?

I went out to the warehouse and pulled a Rack'em wheel lock # RA-25 to measure it. You will be able to use it on a tire that is 12-1/2 inches wide provided the tire is on 15 to 20 inch wheels. The size in question would be the wheel diameter.

What you can do is replace the lock and key with the part #RA25LOCK which will solve your lost key problem. With this you'd replace the lock cylinder and you'd have the correct replacement key for the #RA-25.
