A hitch for a Ford Explorer would either be a 2 by 2 inch or a 1-1/4 by 1-1/4 receiver. You'll need to measure the inside dimension of your receiver opening to see which one you have. I'll link you to a help article that'll show how to do this.
The folding basket adapter you mentioned, part # 52015 is only recommended for use with the Surco # 52018 or the Curt # C18130 cargo carriers. When used with the recommended cargo carrier, you won't experience undue wobble or bounce. The reason the adapter is compatible with these two carriers is their relatively short shank length. If the adapter is added to a different basket with a longer shank, it will place the load of the carrier plus what's carried upon it too far rearward of the receiver opening. This will exert extra leverage on the receiver tube, which could damage the hitch or the hitch attachment to the vehicle. Which would be bad.
Once you determine which hitch your Explorer has, please let me know and I'd be happy to make some recommendations for you.
