Front Hitch Recommendation for a 2012 Chevy Silverado 3500
Question:
is there a hitch that would accept a Suzuki Burgman 650 rack and keep it safe and stable on the front of the 3500 duramax?? perhaps a mofified sxc9000?

The only front hitch I can safely recommend for you 2012 Chevy Silverado 3500 would be one that is confirmed to fit your vehicle like the Curt Front Hitch part # C31023. I looked up the dry weight for your Suzuki Burgman and it would be too much for this hitch and any other front hitch available for your vehicle.
The # C31023 that you referenced has a tongue weight capacity of 500 lbs.
