Does The Trimax Dual Purpose Coupler Lock # TMX67FR Lock Together When Not Attached to Coupler?

Does the item lock together when its not in use cause I can not get mine to lock together when its not in use

If you are referring to the U-bolt portion and the locking portion of the Trimax Dual Purpose Coupler Lock # TMX67FR then yes these should lock together when not on a coupler. Do note the portion with the ball type head does not lock to the bottom portion of the lock so it can move as seen in the image below. You will need to ensure the key is turned fully into the locked position.
