The significant weight of a wheelchair lift usually requires the highest capacity hitch available for any given vehicle. Your 2003 Dodge Stratus can be fitted with either a light-duty Class I or a higher-capacity Class II hitch such as the Draw-Tite # 36301. This is the highest capacity hitch offered for your Stratus and please note it only fits the 4-door model. The hitch has a 1-1/4-inch receiver opening. Your wheelchair lift must also be designed for this 1-1/4-inch size hitch.

Draw-Tite # 36301 mounts with included hardware and requires some drilling and temporary lowering of the exhaust for installation. For your reference I have linked both the written installation instructions and a video showing an application on a 2006 Stratus.

This hitch has a 300-lb tongue weight rating; tongue weight is the downward force applied to the hitch by what is connected to it. This means that the combined weight of your wheelchair lift and the chair itself must not exceed 300-lbs total.

If your lift and chair together weigh more than 300-lbs you will need to use a wheelchair trailer. Local outdoor and farm stores often sell small utility trailers.
