I do not see any fits for Magna-Flow complete aftermarket exhaust systems offered for your 2012 Chevrolet Cruze so I presume you are referring only to exhaust tips rather than a complete aftermarket exhaust system.
The installation of any of the hitch receivers offered for your vehicle should be unaffected by the exhaust tips installed on your Cruze.
Many vehicles require for hitch installation temporary lowering of the exhaust to provide better access to the hitch connection points on the vehicle's frame. This is true for one of the three hitches offered for your Cruze; all three of the 1-1/4-inch Class I hitches we offer for your vehicle can be seen on the link provided.
For your Cruze I recommend Curt Class I Hitch # C11282 that includes a pin and clip.
With this Class I hitch on your Cruze you can use a compatible Class I accessory, such as a bike or cargo
carrier. Please note that you are limited to carrying only two bikes on a Class I hitch (please see the linked article on hitch classes). An installation article in included also.
I have also provided links to both 2-bike racks and cargo carriers that are compatible with this hitch.
Please note that you cannot exceed the 200-lb tongue weight limit for these hitches. You must account for the weight of your hitch-mount accessory (bike or cargo carrier) plus the weight of what you load on it to ensure their combined weight does not exceed 200-lbs. You also need to use Curt stabilizing strap # 18050 to help prevent excessive motion of the rack or carrier; this is required by Curt in order to maintain the warranty coverage on your hitch.
My research did not indicate any towing capacity for the vehicle so unless your owner's manual indicates otherwise you should not tow a trailer with your Cruze.
