Tires like the Provider 215/75R17.5 # TTWP15175 are designed to always be at the max cold psi. So in this case it would be 123 psi. Running them at a different psi would lead to an unknown capacity and could result in damage to the tires or a blowout. If you're on the road with your trailer a lot it is a good idea to add a TPMS system like the Tire Linc OneControl TPMS # LC37VR to keep an eye on it.

It looks like you have the Aluminum Lynx Trailer Wheel # 274-000006 based on that picture. If that is the case, the valve stem is rated for 130 psi and the capacity of the wheel is 4,850 lbs so it can handle just as much as the H rated tires. You can put any load range of this tire size on the wheel, it would simply be a matter of knowing which capacity is lower since that will be your limit. As long as you don't go over that psi you won't have any issues.

If you have a different wheel you would need to ask the manufacturer what the capacity and valve stem rating are to be sure. Typically the valve stem rating would be appropriate for the tire size so it is likely capable of handling the 123 psi. If you aren't sure, or if you want to be on the safe side, you could install the Americana Metal, Bolt-In Valve Stem # AM20906 instead. These are rated for 200 psi so you don't have to worry about going over the rating.
