Typically only vehicles which came from the manufacturer with the trailer hitch and wiring installed on your 2018 Toyota RAV4 Hybrid are going to have all components for the towing package. While I cannot see an exact brake down of what all parts are added you can contact your local dealer to determine if these parts can be added to increase your towing capacity. Most often the parts include a Receiver # C13149, 4-Way Wiring # 118578 and a Transmission Cooler # D13503 to help keep the fluid cool and reduce the risk of damage to the clutches inside the transmission. There are some instances where I have seen different gear ratios used in the final drives or different suspension parts but again only a Toyota dealer will be able to see what you have and what factory parts come with the towing package.
