Troubleshooting Hitch Install Hardware That Won't Thread In
Question:
I am trying to install my trailer hitch, a Drawtite 75528 on my 2007 Saturn Outlook. When I try to screw in the bolts they seem like they are too big for the mounting nuts. I have sprayed penetrating oil and used a bottle brush to remove rust before installation and the still don’t fit.

This is a pretty common problem. Even with the brush and penetrating oil the threads are still too gunked up to point the bolts won't thread. You'll need to find a thread tap in the correct size and then clean the threads out with that. The thread size is M12x1.75.
