does this ball mount come with a pin and clip or lock?

A hitch pin and clip IS included, but a lock is not included with the Flint Hill Goods Adjustable Tri-Ball Mount # FHG92VR.
Adding a lock is a great idea as it'll keep the ball mount safe and secure in your 2" hitch, and for that what you can use is the Hitch Receiver Lock # e98881.
