Will electric brake work without clip in magnet?

If you're saying that one of the wire clips isn't there but the magnet for your brake assembly # 23-450-451 is still in place then yes, the brake assembly with still work. If you're saying there's no longer a magnet at all then no, the brake assembly will not work. When your brake controller sends the signal back to brake assembly it energizes the magnet clamping it onto the hub and expanding the brake shoes so that they make contact with the drum to slow the trailer down.
If you're needing to replace just the brake magnet or the entire assembly just let me know the axle capacity and if you have any part numbers on your current assembly to identify it.
