First check that there are no blockages or debris on the exhaust outlet in the cover and then look into the exhaust with the unit off to ensure that nothing got into the fan and is preventing it from operating correctly. You will also want to check and ensure that your water heater is receiving 12v power.
Often times this isn't something you can fix yourself and would require reaching back out to the manufacturer or a qualified service technician.
