Can etrailer Single Axle Trailer Fender w/ Backing Plate Be Installed Via the Backing Plate

Can I bolt on via the backing plate? Is the backing plate strong enough?

To install the Single Axle Trailer Fender w/ Backing Plate # HP29FR you need to use the Mounting Brackets # CE26098G-2. The backing plate isn't strong enough but these mounting brackets install to the fender itself so the weight isn't an issue.
