Would the Yakima on-ramp bike rack for two electric bikes work for two razor scooters?

While it hasn't been tested (yet), the Yakima OnRamp # Y36FR has padded clamps to hold onto the mast of the scooter and wheel loops that could be wrapped around the base of the scooter to secure it in position. To line the padded clamps up with the mast you would have to fold the scooter down to its storage position.
